Sweet of you to take the bird home.  Most domestic birds do not fare well at all in the out-of-doors.  Does he have an ankle-identifier ring type thing?  If so, you could possibly find out to whom he belongs.  However, it's not _that_ likely that a parakeet will have one.  I had a ridiculous number of birds in my formative/adolescent/early adult years, and also worked for a veterinary hospital that treated exotics.  So, if there's anything I can help you with, please let me know.
